Non-League Forward
The 21-year-old joins on a two-and-a-half-year deal for an undisclosed fee.
Hackett-Fairchild joined Bromley from EFL side Charlton Athletic in the summer; he has scored eight goals in 23 National League appearances.
The former Addicks forward began at Dagenham & Redbridge before moving to The Valley after a successful trial.
He made 24 appearances for the London outfit and featured in an EFL Trophy defeat to Pompey.
Hackett-Fairchild then signed for Bromley after completing a loan deal with the top-tier non-league side.
Pompey boss Kenny Jackett said: “He’s a left-footed player, who’s comfortable in any of the attacking positions.
“He’s got a lot of ball-playing ability, as well as an eye for goal, so we’re delighted to bring him here to work alongside the rest of our forward line.
“Am I expecting him to come straight into the first team? Probably not. But his job is to push the other guys in order to earn a place in the side – he’s certainly capable of doing that.”
Hackett-Fairchild added: “I’ve known of the interest for a couple of weeks and was immediately buzzing because this is such a big club and nobody’s going to let the opportunity pass.
“My agent had mentioned that they’d been watching me, but you don’t assume anything’s going to happen.
“It’s always been my ambition to play as high as I possibly can and so it’s something I’ve grabbed with both hands.
“The manager’s told me to work hard and be myself. I want to show him – as well as the fans and players – what I can do.
“I can play in a few different positions – out wide, behind the striker or up front. I’ve got pace and can create and score goals, so I’m looking to bring that here.
“I’ve definitely developed into a better player with more games this season, but there’s still room for improvement and working here under Kenny can only help me.”
